Chief Elliott W. Gibson, Sr. brings more than 40 years of distinguished law enforcement, public safety, and private security leadership to his role as Director of Security Operations at CSI Corporation of DC. His career is a masterclass in command — and his presence at CSI is a direct reflection of the company's unwavering commitment to placing the most qualified, battle-tested professionals in positions of authority.

Chief Gibson served with distinction for 25 years as a high-ranking Police Commander with the Metropolitan Police Department of Washington, DC, where he oversaw more than 400 uniformed and non-uniformed police personnel, managed a $20 million operating budget, and led divisions including the Organized Crime Branch, the Domestic Security Branch, Vice Enforcement, and District Detectives. During his tenure, he developed programs that reduced robbery, burglary, and assault rates by 30% across the District. A graduate of the FBI National Academy and the Johns Hopkins Management School, Chief Gibson also served as a criminal law instructor at the MPDC Training Academy and is a certified FEMA Incident Manager — credentials that few security professionals anywhere in the DMV region can match.

Following his law enforcement career, Chief Gibson carried his command experience directly into the private security sector. He served as Senior Security Manager at Securitas, overseeing a $30 million security operating budget and managing security programs at three major hospitals and two college campuses. He later returned to CSI, where he managed $16 million in security contracts across 50 locations and directed the activities of 700 armed security personnel. As Director of Security at Bon Secours Health System in Baltimore, he led training and development programs for 3,000 security employees and managed a $3 million security contract portfolio. In 2014, Chief Gibson was sworn in as Chief of Police for the City of District Heights, Maryland — where he reduced crime by an extraordinary 60% within the community.

Today, Chief Gibson directs CSI's Security Operations and Administrative Branches, bringing the full weight of four decades of command experience to every contract, every post order, every officer evaluation, and every client relationship. He writes and reviews Active Shooter Protocols, conducts Threat Assessments, establishes guard performance standards, and personally oversees the training and deployment of CSI's armed and unarmed security personnel across government, commercial, and military clients throughout the DMV region.

Chief Gibson is a proud member of the International Association of Chiefs of Police (IACP), the Prince George's County Police Chiefs Association, and the National Organization of Black Law Enforcement Executives (NOBLE).
